Colour balance can be changed not only with the colour balance tool on adjustments, but also with curves. This is done by using the eyedropper's and selecting the part of the image that should be black, grey, and white. Of course sometimes your result can go quite wacky if from far away you select a tone thats is actually not what you thought it was but you can click again on a different area and try to rectify it. This tool is a lot to do with trial and error and just seeing what the best result is that you can achieve. Below are some examples, with the original image being the smaller one.
